Talking Points for House Bill 190 if Needed:
•  We are not asking for new funds with this bill
• It establishes a framework for expanding quality preschool for 3-and-4 year old children as funds become available.

• It requires collaboration: Eligible providers (schools, childcare and Head Start) in each community will have to work together to use existing facilities and resources to receive funds to expand their preschool, using our tax dollars more efficiently.

• High Quality Preschool is a good investment: Every dollar invested in high quality preschool programs for low income children will return an estimated $5 to the state in lower special education costs, lower grade retention rates, higher high school graduation rates and lower criminal justice costs.

Thank you!!
